The reduction is being made in the name of increasing the efficiency and effectiveness of human resources, which, according to the government, will lower personnel spending to 5% of GDP, from 5.1% in 2013. In this way, the total number of employees in the public sector for 2013 will reach 87,710, down from 88,640 in 2012. Meanwhile, it appears that the Ministry of Defense will be the one most affected by this reform. The reform plan and the reduction of personnel expenses in the administration was made public in Albania’s Economic and Fiscal Program for the 2013-2015 period, already approved... On pages 2-3
