The decision on transfer of ownership is clarified, so far 100 applications By ERMELINDA HOXHAJ Everyone who has a dwelling that was completed by August 1991 can begin the procedure to obtain title deeds. The Municipality of Tirana will be the first step that around 5,000 families identified in Tirana with such problems must follow. The Mayor, Lulzim Basha, said that all bureaucracy will be removed to help these citizens and that within a very short time they will be provided with their deeds. So far, only 100 families have applied.
