The superior loses the right to dismiss; now the authority belongs only to the Disciplinary Commission By LORENC RABETA While every change of government is traditionally accompanied by mass dismissals and recruitments in the state administration, the law recently approved by parliament on civil servant status seems at least to succeed in easing the phenomenon. The law on the “Civil Servant”, approved last week by the Assembly after a long wait, sets stricter rules in every aspect of the activity of civil servants in the administration, especially regarding the dismissal and recruitment of employees. The legislation, which will come into force very soon, establishes new rules, from the way civil servants are hired or dismissed, to their political neutrality, their approach to conflicts of interest, as well as the strengthening of the role of the Civil Service Commission. “Every appointment to a position ...
