By DARINA TANUSHI The selection of 11 MPs in the ministerial poster has caused confusion among the candidates for MPs who are to replace them. In fact, the problem is not in all the districts from which these MPs left to become ministers, but in two of them the problem is more evident, namely in the district of Elbasan and that of Dibër. Under Electoral Code, Article 164, “The interrupted mandate passes to the next candidate on the list of the same political party in the relevant electoral area. By way of exception to this rule, when the vacancy belongs to a mandate won under point 6 of Article 67, it is filled by the first candidate on the list, of the relevant gender, regardless of the order on the list. The other names of that gender move up on the list, taking the ranking of the preceding candidate of the same gender”. According to the same article, “this rule is not applied when the names of the relevant gender have been exhausted”. Then, in Article 175 it states that: “When against a subject...
