Legalization offices must complete the files” By LORENC RABETA In an interview with “Gazeta Shqiptare”, the Chairman of the Association of Builders, Luigj Aleksi, explains the problems that are holding up the granting of ownership titles for around 300 buildings in the capital. A large number of these buildings have land-ownership problems because of the digitization of property maps, while others have violated building permits. In another group, the problem is that the companies that built them no longer exist, and there are also cases where the companies neglected this process, meaning that buyers have not been able to obtain ownership certificates. According to him, the registration process for these buildings, taken on by the Municipality of Tirana, has stalled at ALUIZNI.
