Republican Party: The draft law on property does not solve the problem, but makes it worse The claim of overlapping property rights is one of the main concerns of former owners. But the Agency for the Return and Compensation of Property (AKKP) has rejected allegations that the mistakes were made by this institution. In a statement given yesterday to “Albanian Screen”, the head of AKKP, Elvis Çefa, said that “the issue of overlap is a very complex issue and certainly is absolutely not a consequence of AKKP’s activity. On the contrary, this agency, in implementation of the law, in cases where an overlap is identified, directs the issue toward resolution through legal proceedings,” Çefa said. According to him, the recognition of property and its compensation in agricultural land is carried out at 100%, as with other properties, but the value of compensation is assessed when the claim over the property exceeds 100 hectares. “The Albanian state has accepted its 100% obligation toward expropriated subjects, which means that the return amount...
