Cost per prisoner: three times more expensive in the neighboring country By KLODIANA LALA The transfer of Albanian convicts in Greece to our prisons is one of the hottest topics currently being negotiated between the two countries. Around 500 convicts are expected to “return” to serve their sentences in their homeland, as the first step in a joint operation that envisages a better and lower-cost system for some 2,500 Albanian prisoners serving sentences in Greek prisons. At first glance, the agreement, which still has not taken a concrete form, looks like cooperation between the two countries, but its substance contains interesting facts. An official source from the Ministry of Justice told “GSH” that it was Greece that first requested the transfer of the convicts to our country, making two concrete proposals because of the financial burden. Greek authorities have offered, as a first option, to build a prison here in our country, where all the convicts will be placed.... Continues on page 5
