The request by the Kuq e Zi Alliance to hold a referendum on the unification of Albania with Kosovo will be examined by the Central Election Commission three months after the parliamentary elections of 23 June. Through an official letter, protocol number 85/1, addressed to the initiative group on 25 March 2013, the chairwoman of the CEC, Lefterije Lleshi, explained that “pursuant to article 199, paragraph 2 of Law No. 9087, dated 19.06.2003, ‘The Electoral Code of the Republic of Albania’, as amended, a constitutional or general referendum cannot be held during the period from six months before the end of the mandate of the Assembly until three months after the first meeting of the new Assembly. Therefore, the CEC cannot consider your request for the development of the relevant act for the aforementioned suspension,” Lleshi argues.
