Legalizations must complete the files” By LORENC RABETA In an interview for “Gazeta Shqiptare”, the chairman of the Builders’ Association, Luigj Aleksi, explains the problems that are holding up the issuance of property titles for around 300 apartment blocks in the capital. A large number of these buildings have issues with the ownership of the land due to the digitalization of property maps, while others have violated the building permits. For another group, the problem is that the companies that built them no longer exist, and there are also cases where companies have neglected this process, causing buyers not to be able to obtain property certificates. According to him, the registration process for these apartment blocks, undertaken by the Tirana Municipality, has stalled at ALUIZNI.
