Consumers of electricity in informal areas and those who do not have meters will be billed through the lump-sum system by “CEZ shpërndarje”, while no new connection to the network will be made by this company if the interested parties do not hold the property ownership document of the object. The new measures have been defined through a decision of the Council of Ministers “On the problems of Electricity Supply in informal areas and for customers who do not meet the technical conditions”, approved and published in the Official Gazette. “Every consumer who uses electricity must be billed according to the readings of the metering devices, as established in article 51 of law no. 9072, dated 22.5.2003 ‘On the electricity sector’, as amended. Other consumers who use electricity without being equipped with a meter must be billed in accordance with article 52 of this law...
