THE OPDAT RECOMMENDATIONS ARE REVEALED FOR THOSE WHO FIGHT OUTSIDE ALBANIA U.S. PROPOSAL 15 years in prison for anyone who incites war in Syria The Department of Justice recommends criminalizing participation in training by military or paramilitary organizations involved in conflicts The United States suggests to the Albanian Parliament that the draft law on punishing persons who take part in an armed conflict in a foreign state should provide for a sentence of 15 years in prison for incitement and for supplying equipment and material support. In the recommendations drafted by the OPDAT mission of the U.S. Department of Justice, it is also suggested that participation in training organized by military or paramilitary organizations involved in an armed conflict be criminalized. Another recommendation is the restructuring of the articles so that situations of exemption from criminal liability are listed separately and are clearer. “We think it is essential to make it clearer that the person must, at the same time, be a citizen of a foreign state that is in conflict and an official member of the armed forces of that state, in order to be exempt from criminal liability.
