In the two sessions held the day before, after Enver Hoxha, Yashar Mezenxhiu, Manusha Myftiu, Hekuran Isai, Rrapi Gjermeni and Hynsi Kapo had spoken in turn. The third session, which began at 09:00 on the second day of the plenum’s proceedings, started precisely with the speech of Ramiz Alia, who was the person in charge of ideology and propaganda in the Central Committee of the Party.
