The reference prices for the sale and purchase of apartments throughout the country have fallen in the new map just approved by the Council of Ministers. The average sale price of housing on the free market for Tirana is 89,125 lek per square meter, down from 89,700 lek in 2013. In Durrës the average sale price for this year is 70,093 lek per square meter, compared with 74,000 lek per square meter a year earlier. In Vlorë the average price has risen to 61,655 from 60,700 last year, while price drops have also been recorded in Elbasan, Lezhë and Kukës. The values set each year by the National Housing Entity are taken as a reference for taxing every sale and purchase of real estate. They are also used as a basis for valuation by experts, as well as in cases where the property is used as collateral for obtaining bank loans.
