The new measures have been set through a decision of the Council of Ministers “On the Problems of Electricity Supply in informal areas and for cus- tomers who do not meet the technical conditions”, issued and published in the Official Gazette. “Every consumer who uses electricity must be billed according to the readings of the measuring devices, as specified in article 51 of law no. 9072, dated 22.5.2003 ‘On the elec- tricity sector’, as amended.
