The new law on the State Police, which will soon be discussed in the parliamentary committees, carries out a complete reform of the ranking system in the police. “Gazeta Shqiptare” today publishes the detailed draft with the criteria that every police officer must meet in order to be promoted in rank. “At present, the ranks do not reflect equal responsibilities, despite the fact that financial treatment is the same. Many functions in the State Police have the same high ranks, while the responsibility is different and, in some cases, they have little or no responsibility; there is a great concentration of ranks at the first, middle and senior levels of management, and there is no transparency in promotion competitions,” says the report accompanying the law submitted to Parliament. According to the document approved on 18 June by the government, this draft more clearly defines career progression through a rank system, by revising the role of ranks in the State Police and aligning ranks with functions and, later, financial treatment. ...
