This draft law comes as a result of the assessment of Law no. 9749, dated 4.6.2007 “On the State Police,” the security and policing standards, and the analysis and assessment of the entire legal infrastructure regulating activity in the field of security. From the assessment of the existing law and the effectiveness of its implementation in the activity of the State Police, it results that: Law no. 7 has also set financial provisions with an average salary payment for the police employee, amounting to 76,032 lek. According to the current law, a police employee with 20 years of service seniority benefits: 76,032 lek – (tax) 5,984 lek – (social insurance) 12,317 lek = ~57,730 lek net salary x 20 years x 1.5/100 = 17,319 lek more than under the current law. According to the draft law, the employee will benefit 57,730 x 60%: (50% + 2% x number of years over 15 years) = 34,638 lek or 17,319 lek more than under the current law. Calculated for 3,200 beneficiaries, of whom 2,200 are existing and 1,000 are expected to come into effect upon the law entering into force = 3,200 x 17,319 x 12 = 665,050 [?] thousand lek per year. Specifically, 2,345 x 11,000 (supplementary old-age maximum pension) x 12 months = 309,540 thousand lek per year.
