Against the boycott of institutions The Court of Appeal “reluctantly” placed former governor Ardian Fullani at home, suspected of abuse of office, in connection with the scandal of the theft of 713 million lekë from the State Treasury. The judicial panel headed by Alaudin Malaj and members Agim Bendo and Sheklqim Miri decided to change the security measure from “arrest in prison” to “house arrest” for the former head of the Central Bank in the country. The prosecution, for its part, requested that Ardian Fullani be kept in prison, and even presented as evidence the testimony of the members of the Supervisory Council. The decision also states that the court decided: “The obligation of the person under investigation not to communicate with other persons, except for those living with him”, and the court session lasted one hour and 30 minutes. Maks Haxhia, the former governor’s defense lawyer, presented several arguments that apparently convinced the court to ease Fullani’s security measure.
