Although he left the post of deputy director of the Property Restitution and Compensation Agency some time ago, Agim Toro stresses that the annual fund of 300 million lek has not been distributed according to the regulations established by law. According to Toro, Secretary General of the association Property with Justice, the selection of beneficiaries has not taken into account the legal criterion that places first in line the owners who were previously granted the right to compensation. The former number two of the AKKP states that during the period when he held this post, the association observed a long series of violations of the law by the state to the detriment of property owners, who, in his view, will increasingly turn to the Strasbourg Court. Speaking about the legalization process, Toro emphasizes that changes to the law could be applied only to new subjects and not to those who have already applied....
