The owners of the apart- ments in 1,200 apartment buildings constructed along the coastal strip will be issued with a mortgage deed. The head of ALUIZNI, Artan Lame, announced yesterday that on Monday the self-declaration proce- dure begins and owners have 60 days to fill out the forms. Citizens who have bought apartments along the coast- line from Durrës to Saranda have not been able to register them with a mortgage deed, because the builder had not bought the land. On page 8
