People who built without a permit up to 20 April 2014 will “escape” criminal prosecution if Parliament approves the proposal by three PD-LSI deputies to grant amnesty to people who built without a permit, an offense provided for by Article 199/a, second paragraph, of the Criminal Code. Under the current legal definition, people who build without a permit risk punishment ranging from a fine to five years in prison. Deputies Nard Ndoka, Kozma Dashi (PD) and Miranda Rira of LSI have submitted a bill to Parliament asking for the amnesty of people who have built...
