The buying and selling of houses, as well as other buildings, will be taxed starting 1 January next year. In the fiscal package, the tax on the transfer of ownership of buildings has been set. The country has been divided into three main zones. In Tirana and Durrës this tax is 1,000 lek/m2 for residential houses and 2,000 lek/m2 for commercial and service buildings. Meanwhile, the rate set by the government in the fiscal package may be reduced or increased by the local government by up to 30% of the value. The legislation in force gives the local government the right to collect this tax...
