The fiscal package has established a tax on the transfer of ownership of buildings. The country has been divided into three main zones. In Tirana and Durrës this tax is 1,000 lek/m2 for residential houses and 2,000 lek/m2 for commercial and service buildings. Meanwhile, the rate set by the government in the fiscal package may be reduced or increased by local government by up to 30% of the value.
