They shook hands with each other, but Edi Rama and Lulzim Basha, even after three hours of talks, still could not reach agreement on approving judicial reform. The sticking point was the proposal for “reserved seats” in the top leadership structures of the judiciary, an element that the PD and former prime minister Sali Berisha have valued.
