PENALTIES FOR THE LEGALIZATION OF ADDITIONS BY CONSTRUCTING ENTITIES Entities that sell construction work (and/or investors) who have carried out side additions or upper-floor additions outside construction permits for the purpose of transferring ownership or renting, a) for each m2 of residential area, a fine of 4 percent of the average construction cost; b) for each m2 of area built for socio-economic activity, a fine of 10% of the average construction cost; c) for each m2 of area with a change of destination, a fine of 20 percent of the average construction cost. 4.
