It remains important to ensure direct and transparent media access to government institutions, and their activities and to facilitate non-partisan public information. The practice of informal, public official and political parties of distributing pre-packaged audio, video and text materials to the media, especially in the context of elections, remains an area of concern that needs to be addressed. Institutional media focus disorganisation continued and the decision by a court association's office to impose blanket bans on information in the media about cyberattacks on Albania's e-governance system, demonstrating a potential violation of the media's liberty to publish public interest material. Albania adopted changes to the law on the right to information, including stronger confidentiality for breaches of the law. Implementation of the right of access to public information needs to be further strengthened. In December 2022, the demolition by a government agency of a hotel belonging to a businessman and prominent media owner, alleging violation of construction laws, and without waiting for the outcome of its legal review, caused controversy.
