The surprise of 29 June, without any doubt, is the relatively high percentage achieved in favor of the monarchy in the referendum on the form of government, held at the same time as the elections.
The figures communicated by representatives of the Royal Court, based on reports from the branches of the Party of the Legality Movement in various districts of the country, spoke of a clear supremacy of the supporters of the monarchy, despite the contradictory figures given by sources from certain other political forces. Even many foreign radio stations spoke of a strange victory for the monarchy in Albania. The high percentage in favor of constitutional monarchy was somewhat at odds with the direction in which the votes went for the political parties. This is because both the SP, which is the winner of these elections, and the DP, not to mention other forces such as the republicans or the ballists, have declared themselves in favor of a parliamentary republic, something they have also enshrined in their programs. The fact is that the percentage in favor of the monarchy was at least ten times greater than that achieved by the Party of the Legality Movement, which is the largest of the monarchist groupings existing in Albania. Second, the monarchists' surprise was also a consequence of the way the Albanian political parties, above all the main ones, campaigned. They mostly dealt with one another, with the main aim of winning as many seats as possible in parliament, and paid no attention whatsoever to the issue of the form of regime. Thus, it can be said that King Leka, in support of his cause, ran an unopposed campaign. It is a fact that none of the parties in the campaign at any point promoted a parliamentary republic, not to mention the presidential variant, which was also ignored on the ballots for choosing the form of regime.
Faced with such a result regarding the form of government, one might think that the king ought to have won more surely if the leader of the Legality Movement, Durollari, had not signed the pact with Berisha for the creation of the "Union for Democracy." Taking into account the southern people's aversion to Berisha, the monarch's failure in the south is linked precisely to that signature, which turns out to have been fatal for him. Berisha's propaganda also did not fail to exploit the monarchy's surprises in Sunday's elections. RTSH and pro-Berisha newspapers are amplifying the publication of statements by representatives of the Royal Court, in which they publicly present figures that show the monarchy winning the referendum, despite the lack of official confirmation of this victory. In this regard, the tendency to accuse the socialists of being "manipulators" is striking, when it is known that the commissions also included people from the DP and other parties. With this attempt, which further complicates the impression that Berisha has tied his own hands, the non-recognition of 29 June is being encouraged. On the other hand, by throwing support against Nano and the socialists, Berisha, through backhanded maneuvers, is playing macho over the government's defeat[?]

Revolt in Tirana Prison
Weapons seized, police officers of unit 313 taken hostage
Tirana - "Rebellion" in the capital's prison.
Late last night, many prisoners attacked the staff of Tirana prison, taking hostage two blue-uniformed officers and seizing their automatic weapons. Police operational forces from the Tirana Police, led by Pashik Tusha, immediately arrived to help restore order. There is no confirmation as to whether anyone was injured in the prisoners' revolt, but by midnight it was learned that the hostages had not yet been released. Such a revolt had not occurred in unit 313 since March of this year, when the nationwide anti-legal revolts began. Last night's uprising of the prisoners in Tirana is reminiscent of the somewhat sensational escape of February two years ago, when 20 handcuffed prisoners broke free and went out into the street. It is not known whether a similar thing happened again late last night.
