Rome became the first European setting where the ministers of the 15 states of the European Union, the head of American diplomacy, leaders of international organizations, and representatives of the 35 donor countries and of Albania gathered. The Albanian delegation, headed by Prime Minister Nano, set in motion all the mechanisms that strengthen the position of the Albanian prime minister ahead of the conference expected to be held. Now in this city are also the Minister of State for relations with Europe, Paskal Milo, the Secretary of State at the Ministry of Foreign Affairs, Ilirjan Celibashi, the director of the prime minister’s cabinet, Ilir Meta, and the government spokesperson. They arrived the next day at Godo airport, at the start of the day of the meeting with the Italian government and the representatives of the 35 donor countries and international organizations. There was also signed the agreement to create a joint delegation for the reestablishment of the rule of law in Albania, which will lead and coordinate all aid for our country.
Now, in Rome, one sees flows far greater than before, in the suspension between the new Albanian side and the American delegation. The first appears to be bought by the battle against armed groups in the south and by bandits who spread terror on communications. These two important elements were not only of concern to politicians in Albania, but to a considerable extent also to the Italian government itself and even to the American one. This is meant to give some kind of boost to any initial conditioning, but with the formation of all the apparatus operating under the mandate created by the G-8 summit in the Italian capital. They will create, today, a de facto permanent and organized force to reverse the evils and the crisis. Another important element comes from the broad involvement of Italian diplomacy in the needs of the Albanian state, and up to now in a determined way after the establishment of the Albanian structure.
The Italian press has widely covered Prime Minister Nano’s arrival, who not only took the first steps to carry out the initial meetings with the Italian government, but will also have important meetings with some of Rome’s highest-ranking personalities. The Albanian prime minister is expected to meet the Minister of Foreign Affairs, Lamberto Dini, the deputy prime minister Walter Veltroni, as well as President Oscar Luigi Scalfaro. But of particular importance will be the meeting with the US Secretary of State, Madeleine Albright, as well as with the British Foreign Minister, Robin Cook. The Albanian prime minister has assured the Italian press that the new Albanian government’s priority is rebuilding the state in the country and fighting crime and corruption. For this reason, he declared that there are all the political conditions to achieve these objectives. “With the return of order in Albania, opportunities for investment will be created, and there will also be progress in the privatization of small and medium-sized enterprises,” he said. After this, the stork operation could follow. Here too the second part is clearly visible, whose transfer will take place in September with the support of the multinational brigade. According to details of the project reported by the Italian newspaper, the main objective of the operation will be to restore full control by the Albanian government over the entire national territory, with the exception of the north and peripheral areas where the government will not have control. It is also detailed in three phases, and there will be a sufficient deployment of armed forces throughout the country, whose priority mission must be the creation of direct actions in the fight against any element of criminality, especially that involved in arms and drug trafficking. Here too, swift action is needed against all structures of real distortion and falsification. A state-level scenario in cooperation with KFOR [?] or NATO would make the operation successful.
