Nano on trial

No prosecutor is willing to take responsibility for the charges against the prime minister Page 5

Coalition and hypocrisy

BY SOKOL BALLA Starting today, the government will have one fewer minister. He is the much-discussed Gaqo Apostoli. One of the interministerial groups reporting directly to the structures of the chairman of the Council of Ministers is expected today to submit to the government for approval a decree withdrawing around 300 million lekë from the State Reserves. This additional fund will go toward roads and repairs to the water-supply system. And all of this has been done without the knowledge or cooperation of Apostoli’s ministry. The latter is in America at an international summit, but while he rides around in a limousine on the paved highways of the Promised Land, his big boss has begun a little “coup” with the pothole-ridden roads. Nano’s decision to make decisions falling within a ministry’s remit without the knowledge and cooperation of its head is an action for which there have been few precedents in the governments of these past seven years. In short, from now on, interministerial policy groups can not only set and revise strategies, but also assume decision-making powers on behalf of ministries. This is especially significant when it concerns people who make up the governing coalition. Apostoli’s name came up repeatedly when changes to the government were expected, but the winter season and lack of money—without a doubt, also the presence of the Gulf—saved Gaqo from an all but certain dismissal. The start of intensive work to repair existing roads and of major projects for the main routes seems to have temporarily persuaded Nano to replace Apostoli. But that did not last long. The prime minister has not completely dispelled his doubts about Apostoli’s reliability. But fear of breaking up the coalition has pushed Nano to make indirect decisions, using the structures set up alongside his office. Nevertheless, it is clear that from today Apostoli is the government’s first honorary minister, or the head of a ministry with merely nominal powers and responsibilities. Tomorrow, if he feels like it or deems it appropriate, Nano may—rather than dismissing Apostoli and thereby risking the coalition—strip him entirely of the right to make decisions, and also of the right to organize tenders altogether; and under a similar name in the coalition’s name, it is not an easy rule to understand, when all another person does is nod. To preserve another person who does nothing but nod. To preserve another person who does nothing but nod. To understand, it is not an easy rule to understand, when all another person does is nod. Apostoli out of work

Nano assigns his staff to make up for the Minister’s shortcomings. Malaj and Fino object. State reserves are being tapped The Prime Minister’s Office takes over the work of the ministries Prime Minister Nano has dealt a blow to three important ministers over the repair of the roads. Apostoli has been completely sidelined on infrastructure, but because of him conflicts have also arisen with Fino and Malaj. It is all Apostoli’s fault: he is being targeted, and it is no coincidence that Nano has assigned his own working group to do what the Minister of Transport is failing to accomplish. P. 3
