The Albanian Prime Minister Fatos Nano, after a short trip to Belgrade, arrived in Tirana last night. We say last night, because at least for the Prime Minister it was 5 p.m. to save time. The newly returned Prime Minister, at 5 p.m., with most of the cabinet and ministers urgently present, the head of the executive called yesterday for an urgent meeting with Socialist leaders from the districts. In a strained and clear statement, the Prime Minister insisted that the opposition’s very rapid end, in trying to topple the government, is being brought about by a part of the governing solidarity and by the entire leadership of the Socialist Party. Those responsible are being sought, and every abuse of power. 5 p.m. to save time for the Prime Minister. Convinced that there has been a decline in interest or in the strengthening of local power with the latest elections, politically, he found the main cause in central power. His request for a meeting with the district leaders was also a warning of consequences and punishment. His speech, according to the leadership of the KPD, after the meeting of the parliamentary group, was more a subtle analysis of the problems of recent months.

Abuse of power, the capture of the administration by certain individuals, favoritism, lack of control and the decline in the efficiency of local structures have been among the main concerns. The Prime Minister is expected to demand concrete responsibility and immediate measures to restore confidence in Socialist governance.
