The Third Way - A modern social democracy
BY TONY BLAIR
PRIME MINISTER OF GREAT BRITAIN
(transmitted especially for the Albanian newspaper "Koha Jonë", through the English version)
The Third Way is the path of decline and success for a modern social democracy. It is not simply a compromise between the left and the right. It requires taking into account fundamental values and beliefs, regardless of their origin, and finding how to move forward in a modern world in order to give more useful advice to government.
The challenge we face is extraordinary. Kosovo's values[?] were challenged by technological change, competitive markets and globalization. We now understand that people[?] expect more from their government. They no longer believe in the idea that the state can solve every problem. Above all, people want a government with purpose, but not a government that interferes in everything. They do not believe that government should spend ever more in order to improve their quality of life. Ultimately, its credibility depends on whether it uses public resources wisely. And those who understand the economy know that we must invest where we can benefit the most: in the skills of our people and in the modernization of public services, with a supportive policy that includes everyone. Governance as such is not a harsh and poor regime, but a pragmatic and useful government.
The Third Way is a path with vision, open to innovation and opportunities, but it must be put into action decisively. Beyond all the narrow old formulas for new problems, it calls for a new balanced approach. If for the past fifty years political debate has unfolded as a battle between two roles, the market and the state, we must find a new modernizing path beyond both. That is the true meaning of the Third Way.
The Third Way is a powerful initiative based on the 21st century, breaking away from the last century and placing our center at the heart of modernism. This is a clear path, and among all the right-wing and left-wing governments that have led Britain, it holds that this center can be the place where the Third Way will flourish. In doing so, we must continue to reform our institutions so that they are equipped for the new century, just as we are building a strong economy for the same reasons. It operates equally in the public sector and in the private one. We must promote entrepreneurship and free competition, fight injustice and punish the failed[?].
We are making a change in public services because we want to give people the chance for a quality and a new path through services, which is needed in a modern world, impatient for progress and well-being. We recognize that there are times when the market does not work properly, but we know that the most powerful and honest progressive force lies in people's creativity and entrepreneurship. We are modernizing the state through constitutional reform and decentralization, bringing decision-making closer to where it is appropriate and making it more accountable. These reforms are not only a reform of governance; they are our path to govern our country in the next century.
