BY BLENDI FEVZIU Yesterday afternoon, at the meeting of the parliamentary group of the Democratic Party and members of the Movement for Democracy grouping, discussion focused on how to proceed in the next parliamentary session regarding whether or not to vote on the constitution. As the main opposition force to the Socialist Party, the Democratic Party has regarded the “Nano parliament” as an exception and has asked its deputies to continuously boycott all parliamentary bodies. This has also been the reason for the recent conflict between the parliamentary group and members of the PD leadership. The latest position of the party chairman, Dr. Berisha, and part of the leadership in favor of a boycott of the constitution and a call not to take part is in line with a position that has long been known. Here, it seems to have provoked a reaction from the other, liberal-minded deputies who are thinking about the political future of the party. Among these voices, Dritan Shehu has openly stated that the constitution should be voted on, arguing that after some corrections it could be improved in parliament. The same view seems to have been held by the Mayor of Tirana, Albert Brojka, who publicly reacted with the phrase that “if you boycott the constitution, you are making a mistake.” His statement was made yesterday afternoon and apparently caused reactions within the party camp. For the first time, one of the important PD leaders has publicly opposed Berisha and has called for the party to follow a more liberal line. But yesterday afternoon he was careful not to accuse Berisha directly. He insisted that all proposals must be taken into account at the meeting of the party’s National Council and that it should openly discuss what position it should take. Nevzat Haznedari, one of the most controversial figures in the PD, called Brojka’s ideas wrong and said that he should listen more to “the party.” The situation is that after a long discussion on Friday, the National Council does not seem to have reached a clear decision regarding the future constitution. At least so far, 17 of its members are for a boycott and just as many against. Therefore, the wish for this issue to be put to a referendum among party members seems to have been mentioned before as well. If such a thing were to happen, the radical wing of the PD could win, although the winner would emerge only in the longer term. Berisha has called the constitution unacceptable for reasons that are now public and says the referendum should be boycotted. According to him, it does not provide the proper solution to the crisis that has gripped the country since 13 September and does not guarantee the stability that Albania needs. But he is convinced that with an intensive campaign this can be achieved and in its favor. The only problem is that at the moment the Democratic leader is not only facing opposition from the majority in power and from all the media supporting it. He has also begun to encounter opposition within his own forums. According to this report, until yesterday, a good number of the best-known figures, though not mentioned publicly, were in favor of voting for the constitution. At least the closed-door discussions of some deputies and others began to create the idea of a party that was no longer monolithic.
