DISASTER... Breaking news! Thaçi forms the Kosovo government without Rugova’s people Albanian political leaders in Kosovo announce that it is Kosovo’s, but once and for all excluding Ibrahim Rugova. Prime Minister Hashim Thaçi has appointed ministers for the government of the refugees, but without him, immediately after Rugova’s meeting with Slobodan Milošević. The latter’s military-police forces have so far expelled more than half a million Albanians from their homes in Kosovo.
