Miloshević's "peace offensive"
By Gëresch Leovona[?]
There is not the slightest doubt that Rugova's arrival has accompanied, from the very beginning, a scenario of confrontation with the characteristic Kosovar participation, and if it had been such, there would not have been any possibility in the Serbo-Yugoslav propaganda script for the hand of the old and weary dictator, Miloshević, to appear in the same hand with Rugova, the politically and physically independent witness. The news that NATO bombings against Serbian targets in the south were approaching must have had its moment, and the evocative signal of war must have come through that unwanted meeting. This use of Rugova in such a highly media-driven act is undoubtedly the result of direct Serbian pressure and of a legally unclear situation regarding his status. On the other hand, in the short term and in a utilitarian way, it will at least have served to encourage the psychological demotivation of the Kosovar population that was resisting the exodus, hoping after a successful start of the peace offensive. But in a crowd, things will be clarified only in the medium and long term. The aggressor and the victim cannot be permanently confused. After a few weeks, with the end of Serbian media dominance and contact with news and information from the West, what is happening in Kosovo and who is hiding behind the political landscape being offered to the international public nevertheless comes to light. For that reason, the huge costs in terms of Greek foreign policy should not be counted. After two weeks, and despite the end of a governmental crisis on 1 May, the Greek government is discovering the consequences of the foreign policy it clarified in the first days of the NATO war. In all polls concerning Greek public opinion, more than 70 percent of Greeks believe that support for Serbian and Russian positions is necessary. Only 6 percent are in favor of Greece taking part in the Alliance's operations. This is the result of the devastating intervention of the Greek media in favor of Serbian interests. Finally, Athens has clearly understood that a large part of Kosovar patriots regard its government with distrust, if not hostility. Fortunately, this situation can be reversed. But under one condition: Athens must finally understand its own interests by aligning them with those of freedom and democracy in the Balkans and set aside its senseless complex over its own great failure. Easier than one thinks. For example, by changing the procedures followed for granting approval to the Albanians who fled their homes during the exodus. These days have been enough to convince that with NATO, the international political alliance can govern this country for a certain period in order to expand its influence in the Balkans. If this task is replaced by the expansion of other allied countries with them, and not with stability and democracy in the region, then this will be a major mistake by Greece, for reasons found in Kosovo. Now Bejtë, Sreberri and Slivoviç[?] can settle their accounts, because its climate and environment will dismantle the image that has been built on inevitable assumptions with the living man of Ancena[?] in Kasli[?], at the center of the ethics of an insult inflicted on societies that are supposedly free. Such declarations are like the world of the first decades of the century. The world itself does not allow us to think even that this war has any connection with the Holocaust or with modern war in the Balkans. In Kosovo, this anti-Albanian pogrom, ethnic cleansing, deportations and persecution are a criminal challenge to the values of coexistence and democracy. Still for 50,000 dollars and the destruction of monuments and churches and other objects will remain as proof of the great catastrophe. As for the news that reaches us, it concerns plans that here too belong to a bygone era.
