JOSHKA FISHER German Minister The clash between Serbs and Albanians in the streets of Mitrovica last night pushed the crisis in Kosovo to the most dangerous level since the escalation of the conflict. After a bombing campaign by NATO forces and the establishment of an international administration, the citizens of Kosovo have managed to return to 1998 the lines of expelled refugees. In their homes, although most Albanian settlements in Kosovo were destroyed by the Serbian police of the Milosevic regime, major efforts are being made for recovery. Usually in Albanian administrative centers there have been incursions from all sides by hundreds and thousands of released prisoners and by escapees who are building a new life amid poverty, unemployment and lack of prospects. Such problems are inevitable in our dynamic Europe and with short periods. But what happened in a relationship with Kosovo with most of persuading Milosevic with the help of aviation to prevent the flow of refugees, which we clearly underestimated. Soon we would close this prolonged passage into the night, but by then nothing of the sort in events helped more in the broader Albanian environment to understand it. Not only were we in neglect, but moreover we risked, through Kosovo’s own needs, toppling with a capricious push of the political West its stable policy. In Kosovo there arises a terrible contradiction, which on the one hand calls for a clear long-term peaceful perspective, through the integration of the Balkans into European structures, while on the other hand it calls for rapid reactions. This is the main reason why we must slowly and wisely develop a long-term strategy with a clear perspective for Southeast Europe and not allow this strategy to be hindered by daily events or by the concern to appear active. Mitrovica, last week, created the need for a series of energetic or short-term measures. Serious policy will be defined by the distinction between what is necessary and what is important. January 1999, I mean the living thing limited in Albania, then the United States and Europe took the decision to give Milosevic and his people of Kosovo to withdraw with the necessary force if Belgrade was not a place for implementation. Again it became clear in the decision for military action that the outbreak in Kosovo would be spread and that European peace could suffer a serious shock with unimaginable consequences. If the process were shifted it would have been restored. The position in Kosovo and its future is not simple. Because of the creation of Bosniaks and Croats, displaced from Croatia and Bosnia, there are few who can truly understand this. (to be continued on page 15)
