The future always speaks, and the homeland, freedom and democracy need our votes on 26 July!

"Victory", of 22 March for democ- racy and is waiting impatiently; do not believe the river of empty promises from the communist-socialists! They want to send you back into the hell of the failed cooperative system!

Also in victory over the communist-socialists!

On 22 March 1992, the Albanian people, through their free and democratic vote, spoke out against the bitter 46-year past of communist totalitarian rule. It sanctioned and defined the proper place of the PDSH and the former communist Bloc as the main culprits for the establishment of the half-century dictatorship. The local elections of 26 July are an important political test for our country and an opportunity to strengthen this victory. Albanian citizens have already proven that the democratic alternative is the only path for the city and the countryside, for freedom and property, for law and order. In these months of democratic governance, important steps have been taken toward normalizing life and building pluralist institutions. But the communist-socialist forces seek to hold the country's development hostage, hindering reforms and feeding illusions of a return. The vote of 26 July must be a clear answer against them and in support of democracy. "ZP" defends the soldiers offended by "ZP"!

Single letter on 6 May[?] called into question p. o under the protection of "ZP"![?] Recently, the issue of the demilitarization of the army has been being discussed in a special way in military circles. Started as a necessary demand of reform and depoliticization of the armed forces, this issue has at times taken unclear and one-sided forms. Some articles published in "Zëri i Popullit" have deeply wounded the dignity of military personnel, portraying them as blind support for the former regime. In response to these articles, a group of soldiers have sent protest letters and requested public clarification. Yet that same organ which offended them now tries to present itself as their defender. This double standard cannot go unnoticed. Demilitarization of the army does not mean humiliating military personnel, but placing the army at the service of the Constitution and the democratic order. If we want a modern and professional army, then we must clearly separate political responsibilities from its national mission. Soldiers must not become the object of propaganda manipulation, neither from yesterday nor from today. (Continued on page 3)

Nano comes out to people... leaving nothing behind

10 questions... In an everyday conversation with residents of a neighborhood in Tirana, several questions were raised about the political behavior of Fatos Nano and the promises he had made. Instead of giving answers about the economic situation, the responsibilities of the past and the obstacles to reform, he sidesteps with slogans. 1. Who is deceiving the people during campaigns? 2. Whom do empty promises serve? 3. Who delayed pluralism? 4. Why was the economy destroyed? 5. Why were the city and countryside impoverished? 6. Who blocked private property? 7. Why are young people leaving? 8. Who bears responsibility for yesterday's violence? 9. Who is blocking the law? 10. Who speaks today in the name of the future without asking forgiveness for the past? These are questions that citizens ask every day and that require serious answers, not electoral rhetoric. (Continued on page 4)
