MEETING OF MR. BERISHA WITH MR. MAREK MAVIÇKI AND MR. KRISTIN VON KOL
In the course of contacts between high-ranking representatives of the Albanian state and foreign personalities, the President of the Republic, Sali Berisha, received yesterday Mr. Marek Maviçki and Mr. Kristin von Kol. During the conversation, issues of bilateral cooperation, political developments in Albania and in the region, as well as possibilities for expanding relations in the economic and cultural fields were addressed.
President Berisha praised the support that Albania's friends have given to the democratic processes in the country and expressed his belief that such contacts serve to strengthen ties with European countries. For their part, the guests expressed interest in the progress of democratic and economic reforms in Albania.
At the end of the meeting, the importance of political stability and an atmosphere of trust for the country's progress was emphasized.
INDIVIDUALS and THE STATE
At the Press and Information Office near the Prime Minister's Office, it was announced yesterday that the Albanian Government has decided to undertake a series of measures to protect the country's constitutional and democratic order. In the statement made public, it is said that certain political groups, encouraged by extremist circles, are trying to create a climate of insecurity and tension. The democratic state, the statement emphasizes, cannot allow the violation of citizens' freedoms and rights, but at the same time it will act firmly against any breach of the law.
It is further noted that political pluralism and freedom of expression are fundamental values of Albanian society, but they cannot be used as a cover for inciting violence or obstructing the normal functioning of institutions. The Government calls on citizens to remain calm and not fall prey to provocations.
The statement also emphasizes that the competent bodies will take all measures necessary to guarantee public order and the safety of the individual, while any unlawful action will be punished in accordance with the laws in force.

Yesterday in the People's Assembly
Yesterday morning, in the premises of the People's Assembly, a working meeting was held with the participation of deputies and representatives of several parliamentary committees. At the center of the discussions was the progress of several important draft laws and the need to speed up legal reforms.
It was emphasized that parliament has the duty to fulfill its constitutional role in this difficult period of transition and that cooperation among political forces is essential for the approval of the acts required by the times.
The participants also underlined the need to increase transparency toward public opinion and to strengthen parliamentary oversight over executive institutions.

The name of the Prosecutor General, Mr. Maksim Haxhia, was also mentioned in the discussion, and criticism was voiced concerning the way he has performed his duties. It was pointed out that judicial reform cannot be postponed and that the public expects concrete results in the fight against violations and abuses.
The speakers stressed that the rule of law is not built only through changes in legislation, but also through capable institutions with integrity, which apply the law impartially. In the end, it was requested that the discussions be accompanied by practical measures to improve the situation in the justice system.

In the previous issue we had noted that some groups and people with extremist tendencies have not yet lost hope that they can destabilize the country. In this context, the role of the newspaper "ZP" deserves to be singled out, as through its articles and comments it has often become an instigator of this destabilization.
In its recent articles, this newspaper has used harsh tones and unfounded accusations, aiming to present a distorted reality of political life in the country. This editorial line, based on insinuations and tendentious interpretations, does not serve the public's information, but rather fuels tensions.
It is necessary to say that criticism is lawful in a democratic society, but it must be based on facts and arguments. Otherwise, it turns into an instrument of propaganda and division.
For this reason, public opinion must show maturity and distinguish between democratic debate and disguised calls for destabilization.
