Statement by Mr. Eduard Selami at the PD meeting in Gjiros At the meeting of the Democratic Party organization in the town of Gjiros, the chairman of the PD, Eduard Selami, stressed that the democratic government is facing major difficulties inherited from the past, but that reform will move forward with the support of intellectuals and broad layers of the people. He pointed out that the country needs stability, law, and dedication to work, while the opposition and the forces that oppose change must not hinder the democratic process. Selami stressed that intellectuals have a special responsibility in the conditions of transition and that their participation in public life is a guarantee for the success of reform. He also addressed the need to fight corruption, strengthen the administration, and consolidate democratic institutions. In conclusion, he called for greater commitment from the local structures of the PD and cooperation with citizens to solve everyday problems.

(BIJUEKA KORRIZM TIRANE) To make it easier for the reader to follow, we present here a brief outline of the evolution of events that have taken place in our country since the creation of the Albanian Communist Party. Marxism, introduced into Albania through the Yugoslavs, was turned into an instrument for taking power. The Soviet model of party and state organization, together with the role of the State Security, created a repressive system that struck every political opponent and every different opinion. In these circumstances, the old structure of power continued to exert influence for a long time even during the transition period. The author dwells on the relations between the former party apparatus and segments of the security services, raising concern about the survival of old mentalities and attempts to hinder democratic change. From an examination of PS material, it emerges that its main targets are four: the Democratic Party, the democratic government, economic reforms, and relations with the United States. The attack is carried out simultaneously on both the political and propaganda fronts and aims to create an atmosphere of mistrust in public opinion. According to the author, this strategy feeds on the difficulties of transition and on the natural mistakes of governance, but it offers no real alternatives for getting out of the crisis. The analysis also looks at the ways in which the Socialist opposition is organized and at the use of old rhetoric to undermine the democratization process. Faced with this, the consolidation of institutions and the strengthening of popular support for reforms are called for.

(continued from page 2) From the analysis of the situation it is clear that the Socialist opposition seeks to take advantage of every economic and social difficulty to strike at the democratic government. Its press and local structures exploit citizens' dissatisfaction to fuel mistrust and hinder the implementation of reforms. In this context, the author stresses that the PD must remain united and strengthen its contacts with the people. He further argues that the time of nomenklatura privileges is over and that any attempt to turn back is destined to fail. Democracy, according to him, can be defended only with strong institutions, with the application of the law, and with civic responsibility.
