The graves of 13 people killed at the border by the forces of the communist dictatorship while attempting to escape lie outside Albania’s state border, in the neighboring countries closest to it. This fact was made known in recent information from the Commission of the Shkodër and Malësi e Madhe districts for locating the remains of those killed, with and without trial, during the dictatorship’s 50 years. According to the same source, nine of those killed were buried in the former Yugoslavia and four others in Greece. One member of this commission, Generalin Dabbërdaku, informed ATSH that the fact that the graves of 13 Albanians killed are located outside the state border is explained by the fact that, after being caught with firearms by Albanian border-guard forces, these people managed to cross the state border and enter neighboring countries, where they later died of their wounds. According to unofficial sources, the dictatorship carried out most of its border killings during the periods 1945–1965 and 1985–1991. The commission member also said that, to locate the remains of these 13 people killed and buried abroad, the Albanian state’s involvement is being sought under international law.

The German government has granted the Albanian government a loan of 40,000,000 MD, of which 10,000,000 million will be invested in drinking water; 2,000,000 DM of this amount will be invested in the water supply system of the city of Korçë. According to the Minister of Construction, Ilir Manushi, in September the German government will double its loan to Albania.

The pages of «ZP» are increasingly filled with cries proclaiming the arrival of fascism in power in our country. In this loud propaganda, with its pronounced colors of vulgar empiricism, questions naturally arise: Is fascism an actual danger; which is the real danger, the extreme left or the extreme right; why does the extreme left shout about the extreme right?... Speaking openly and without any prejudice, we emphasize that the democracy taking root and putting down firm foundations, as in all the countries of civilized Europe, is compatible with neither the extreme right nor the extreme left. For democracy, foreign bodies and atavisms include both fascism and Stalinist-Enverist communism. But fascism arises, is “incubated” and “fermented” under particular conditions and in particular places. Do such conditions exist here? Let us put cool logic to work and turn to the arguments. Fascism needs a particular social stratum to carry it. Should the lumpenproletariat—the criminals, prostitutes, thieves and vagrants—be organized into organizations ready for fascism? There are several reasons. The democratic government elected by the free vote of 22 March last year has waged an uncompromising fight against corruption, and here uncompromising action is necessary. This is a very good thing; it gives health to democracy and the nation. In times of wars, crises and transition, particular elements of the lumpenproletariat grow unbelievably rich. In these periods, conditions arise for deceit, hypocrisy, extreme sick egoism, prostitution, depersonalization, megalomania, false glamour... to come onto the scene. And their bearers have appeared in our country too. Yesterday’s government officials and party members, who fiercely attacked wealth and private property but were de facto co-owners with the state proprietor, exploited everything and became owners. Don’t we see them today behind the scenes of many companies...?! The Nano government paved the way for corruption, theft of property and the looting of aid. Many grew “fat” by selling stolen gifts—gifts that were supposed to reach the people. These are the people who presented themselves as the people’s champions and showed their Judas faces. They should not put... Do such conditions exist here? Let us set cold logic in motion and turn to the arguments. Fascism requires the support of a particular social stratum. The lumpen, who are criminals, prostitutes, thieves, and vagrants, must be organized into organizations and institutions. It is supported by a particular stratum of the military bourgeoisie, which is interested in the promotion of wars and conflicts, and by an extreme nationalism accompanied by frenzied chauvinism. Does such a stratum exist here? The lumpen exist, but they are neither a stratum nor organized. The criminals, prostitutes, and thieves here have neither tried nor had a common environment in which to organize into some Italian or Colombian “Cosa Nostra”... There have been and still are manifestations of criminality, but they have been and continue to be under the protective pressure of the people. Albanians have never given way to criminals, prostitutes, or murderers. They have even restricted and softened over the centuries the savage custom of blood vengeance that others cultivated among them. The Kanun of Lekë was opposed by the Kanun of Skanderbeg, with the customary “article” “blood is answered with blood” (blood vengeance is not inherited). And without delving into history, the elements of the lumpen today are under dual pressure: that of public opinion, with the facts of broader public opinion, and that of the rule of law we are building. Here we do not have a stratum of the bourgeoisie interested in organizing the lumpen and demographic ambitions. Our bourgeoisie, which is such in the field, Toxhajon, is “tredhitare”; it is in its first steps, looking for doors to open the doors to the French bourgeoisie. Can one build these military formations here when they have not yet come into being? That would be naïve. Our bourgeoisie in formation needs the democracy of its own rule-of-law state. With F. Nano at the helm, the PS will know only failures and discredit The PS too has its Pojan jinx. Unfortunately for it, he seized it and has held on to the chairman’s chair for more than two years. That is ample and sufficient time to become convinced that Fatos Nano was born unlucky and is in fact condemned to remain so until he closes his eyes. But Fatos is fighting with all his physical and mental strength, by every means and every route, to use the PS as a vehicle to cover up his personal, unrelenting bad luck. Let us refer to just a few highly significant facts to convince those who do not see or acknowledge Fatos Nano’s bad luck. He was entrusted with the post of prime minister twice. Both times he did not even manage to warm the chair. But during this time, and in a very short, record-breaking period, he and the PS brought great calamities upon the country, the people and the PS itself, turning Albania into a kind of “Hiroshima” in the middle of Europe and stuffing their own pockets and those of their local and foreign associates. Blinded by the fever of profit and careerism, convinced that he would become Jesus, all-powerful and eternal, he failed to see or reckon at all that during such economic and political operations he had left indelible traces—his own signatures and seals—with which the State Audit and the judiciary now have a voluminous file. To the detriment of the PS, his name as prime minister is also inseparably linked with the massacre of 2 April 1991 in Shkodër. After two failures as prime minister, R. Alia in November? 1991 and (and once again his hero?) made him chairman of the PS. The period of his chairmanship is closely linked to numerous firms...?! selling stolen gifts, gifts that were supposed to reach the people. These people who supposedly...? spoke for the people and showed their Judas faces. Should these people not be brought before the people’s court? Why is the government accused of fascist methods for wanting to expose Judas’s face before the people? Seeking to strengthen and establish the rule-of-law state is not fascism, but democracy, and the people need this action more than anything. But why do some people go to rallies to defend those who stab them in the back? Because they still cling to the mentality that “the leader is sacred,” that “the Party is never wrong”... They are still children who see the older person, the teacher, as a superhuman being with no biological function whatsoever. Cool logic tells us that even a Nano can steal, and a Beqir, and someone else... regardless of the position they hold. Let the rule-of-law state do its job. If the evidence proves it, let the accused be convicted under the laws in force; if the accusation is false, let the forgers be punished. But we are still not accustomed to the rule-of-law state.

A saying of the people goes: “The other person gives you your change in the coin you pay with.” So Kastriot Islami must not only be answered, but also treated with the same coin he uses against Albanian democratic society. This Black Kaçi is the most deformed face among the grotesque faces of the many-headed red monster of the SP, such as Dodë, Ruci, Broka; Agolli. Black Kaçi? An epithet, perhaps; still not enough to truly express his spirit and ideas. As the offspring of Enverist criminals, Kastriot Islami inherits in his genes the instincts of dictatorship, arrogance, violence, and crime. His pathological hatred of the DP and democracy—which took from his mouth the privileges reserved for him by Enver Hoxha’s Party of Labour—extends to the point that, at the first opportunity, he would crack skulls and drag all his and the SP clan’s opponents along the ground. This statement of his, repeated in different versions by his gang, went beyond an expression of anger. It became a call for concrete action, for red terror: cracking skulls and dragging people along the ground at the illegal demonstration of 30 July. This Communist pseudo-intellectual (since he is not a member of the SP, he must be a legal member of Milosh’s party), with his political statement proves that he is the red extremist whose deeds surpassed those of the fascist underlings and who, as such, should be classified under the law as a person inciting terrorism. a statement that is more emotional than the political conviction of one of its MPs, the Socialist Party—or, more precisely, its leadership—takes no critical stance and does not cleanse its ranks of these frenzied Communists, such as Black Kaçi and his comrades. It pampers their armour and encourages them to carry out new deeds. As a result of this conciliatory and protective stance of the SP, this brave man has the nerve to say that “a move toward political revenge would ferment the situation in a perhaps uncontrollable way” (in the interview given to KJ). This black strategist of civil war tried to bring about this phenomenon on 30 July. This second statement is a repetition of the first, but this time more disguised. No matter how much he washes his hands like Pilate when he says, “Personally, I am against such a course,” he cannot wash away his convictions, thoughts, and actions as a red terrorist. The Enverist persecutors and criminals were fearsome in their time, when they wreaked havoc and destruction. In the era of democracy, they are disappearing. Kastriot and his last remaining comrades are trying to survive by using the same forms of violence and employing them again. But they forget that we live in an advanced era called democratic society, which cannot accept or tolerate them. These offspring of the Enverist dictatorship, whether they like it or not, will go to join their comrades. The laws of this state no longer recognize any clan, because today the law is taboo, and Black Kaçi of the red clan will be brought before it.
