Evaluating the victory of 29 June with enthusiasm, President Berisha said that “although in Tirana most opposition commissioners have been killed, kidnapped and threatened, the elections of 29 June will be objective and will be conducted properly, which is also confirmed by the arrival of thousands of observers from Europe. This is the great guarantee that any manipulation will fail. In the end, the people decide, the free vote. Therefore the committees [q?] no one. The Central Election Commission is very determined and is making every effort to avoid any violence against voters and commissioners.”
President Berisha was warmly greeted by the participants in his speech in Shkodër; he rejected the accusations of the socialists that the President was using his office to support his party and said that “In parliamentary countries the leader of any winning party becomes prime minister. Therefore no one can stop the head of the strongest force in this country from fighting for the victory of his political force. I am the head of the opposition and I am part of it. If the socialists want to stop this, they must kill me or arrest me.
Otherwise, their government with the gangs cannot prevent the victory of the PD.”
He twice accused the socialists and their gendarmes of being people linked to criminals who were doing everything possible to obstruct and disperse opposition voters. The many citizens shouted “Down with the communists,” “Down with the government of bandits.”

The socialists signed yesterday the Rome agreement to convince Europe and the world that they accept the election results, while at the same time representatives of their government and of the police are doing everything so that the elections fail. The envoys of the European parties asked all parties to commit to accepting the election results. But precisely while the pact was being signed by the leaders of the governing coalition parties, dozens of vehicles with bandits and the police of the socialist commissioner, Shyti, had ambushed Berisha’s road from Bajram Curri to Qafë Morinë.
In the capital, other gangs were attacking the Democratic Party election offices with weapons and grenades.
By evening, the police directed by the socialist government had taken no action to catch the criminals or to rescue Leonard Demi, the secretary of the Democratic Party of Tirana, who had been taken hostage by the Kuç gang.
In yesterday’s Rome agreement, the Democratic Party was represented by Tritan Shehu, Edi Paloka, Pjetër Arbnori, Blerim Çela, while the socialists were represented by Servet Pëllumbi, Kastriot Islami and Ylli Bufi.
The agreement provides for all conditions for free elections, as well as the commitment of all parties to recognize the result. The document was also signed by representatives of the other opposition parties and those of the governing coalition.

In his speech, Berisha said that the PD and its allies would receive Albania’s mandate on 29 June. “Respecting that mandate, we will form the government of national salvation.”
He stressed that in the last three weeks the country has passed through complete anarchy. “The Socialist Party, helped by the committees of salvation, has managed to plunge the country into a true catastrophe. It dissolved the army and the police, replaced them with the committees, and is making every effort to alter the will of the people by force of arms. The socialists know very well that with a free vote they would never win. How much they care about Albania is expressed in the most perfect way by this fact. After turning the country into a true catastrophe, they try to mislead citizens by telling them that they will win. Democrats and all Albanian citizens know that they have buried every hope for their future and that of their children, and therefore on 29 June they will deal the most deserved blow.”
