Tomorrow, the National Assembly of the Democratic Party begins its work, in which all members of the National Committee, the MPs of the parliamentary group, the heads of departments and members of the National Council of the PD, the heads of branches, democratic youth and women, etc. will take part. In addition to defining certain positions for the future, this national assembly will analyze the situation in Albania during these months after the fall of the Democratic Party's power. By making such an analysis, the PD, as the largest opposition force and one that also bears responsibility for everything it did right and wrong for the country during its period in power, will seek a full clarification of all the factors behind the serious situation Albania went through during these months. Special attention will be given to the criminal growth of chaos and anarchy, as the opposition warned from the first days of Socialist rule. It is known that the government and the left-wing majority, instead of establishing order and public peace, became the cause of further ruin in the country, with serious economic and social consequences.
The aim of the Assembly is also to define the political and organizational objectives of the opposition for the coming period. The national assembly is also expected to address the PD's relations with the international community after this year's events and the efforts to restore trust in this political force. In this framework, the PD's positions toward institutions, reforms and the 29 June elections will be discussed, which, according to the democrats, were not a solution but a distortion of the free will of the citizens.
In pursuit of these objectives, the PD aims to present itself as a responsible force, ready to cooperate with the international community to fulfill the conditions of the Rome Conference and to bring Albania back onto the path of democratic normality.
Along with the fall of the Democratic Party, Ko marked a significant change in its relationship with the administration. During the 7-8 years in government, the Democratic Party raised a considerable number of people into the higher and middle administrative ranks. Usually, the movement of the administrative elite in one way or another also accompanies political movement. In the state of chaos and anarchy the country went through in recent months, the administration was fragmented, or rather, further politicized so as not to function as such. The struggle for posts and party interests blocked a large part of public services and decision-making.
When speaking of the administration, it must be borne in mind that it is made up of different levels and not all civil servants are equally tied to political parties. However, after this year's events and especially after the 29 June elections, the new government began a broad purge in the state apparatus. This was accompanied by dismissals, transfers and new appointments, often not on professional but political grounds. In many cases experienced cadres were replaced by untrained militants.
This situation not only further weakened the state, but also created a climate of insecurity for thousands of families who depend on a state salary. For the opposition, this is another indicator of the government's inability to build functioning institutions and respect the law. Instead of professionalism, clientelism is advancing.
The outcome of this logic can only be a politically dependent administration, incapable of carrying out its duties and ready to serve as a party instrument.
