The preparation of the military plan is being carried out in complete secrecy and is being carried out by international political experts and military specialists from several countries in the region. Leaving it to be understood that the project is being carried out with the support of the United States, Greek officials have treated the presentation of such a project in the region as a routine event. But if we calculate the risks, the costs, the many objections and its consequences, it is clear that we are dealing with an unacceptable project that has been prepared without any consultation with the country that would be the field of implementation of the military action. In this way, the United States, which until now has stayed away from the plan to land foreign forces in Albania, are being pushed toward an action that could destabilize the entire region. What has long been announced by people close to the socialist government and to Greek diplomacy now seems to be in preparation for implementation. The government, which has left the country without governance in the fields of the economy, national security, law and education, is now reaching the final stage of an inevitable, but not unintentional, surrender of the Albanian state into foreign hands. This is not about specific groups from the Greek army that have been trained in Albania to wage war against Albanians, but about a direct decision by a government that is classifying its country as a zone for intervention by foreign armies. At this point Albania's situation is very grave, since there are few countries in the world that have officially requested the landing of foreign armies on their territory. If we refer to Fatos Nano's government strategy, it is moving toward resolving the crisis by placing the country in front of uncontrollable dangers. To distract the opposition from public attention and to condition any of its moves, the government has begun to play with the threat of landing foreign forces as the last means to gain political ground. As has been made known, the project presented in Corfu has also been discussed with the authorities in Tirana. If it moves from the planning stage to the implementation stage, the country will enter a new military and political crisis, as had been warned earlier. In addition to destabilizing the situation in the country, it will have direct consequences for the politics of Albanians in Kosovo. In this situation, on one side the opposition parties have made a blocking force against all preparations leading to the implementation of the agreement, while on the other the parliament is busy with fish, spending an entire day discussing the fishing law in English. The chairman of the PDS, Mr. Paskal Milo, and the leaders of the other centrist parties have denounced this plan from the very beginning. As for Azem Hajdari, until yesterday afternoon he had not been informed about the project, but according to his office he later became acquainted with the text of the agreement and the opposition's stance. In a press statement, Mr. Hajdari spoke of an intolerable situation that has brought Albania to the brink of a new annexation by a foreign military alliance. According to him, this is more than an unacceptable compromise, but a deliberate and dangerous concession for the country's sovereignty. According to the statement, foreign armies would enter Albania not only to restore peace, but also to strengthen the government's power. He said that his position is in full agreement with the decision of the PDS presidency and with the statement of the chairman of the Democratic Party, Sali Berisha. It further states: "By not firmly opposing the demands of Greece and Bulgaria, the Albanian government is agreeing to accept an international state of siege to cover up its incompetence." In his statement, Azem Hajdari spoke of "foreign plots" threatening the country and of the risk of annexation of Southern Albania. At the end, he adds: "If the government does not withdraw from this anti-national decision, we will sue it for high treason. This is an unacceptable precedent for Albania's freedom. Albanians will not tolerate such a thing, whatever sacrifice it requires."
