1- We are observing with concern the current situation in Albania, a situation that is generally worsening because of the irresponsibility of the Albanian government. It is necessary for normality to return quickly and for order to be guaranteed in the country.
2- Despite the fact that there are still positive signs for unblocking the situation, we emphasize with deep concern that violence and other undemocratic means are still being used to sideline the political opponents of the regime.
3- It is encouraging that recently some opposition candidates have been restored to their public functions. But this is not enough. Much more must be done to eliminate all obstacles placed on the normal political activity of the opposition, to control and reduce the role of the secret police and terrorist groups, and to create normal conditions for free and fair elections.

A powerful explosion shook the building of a school or an office, leaving a large hole and several damages. According to the police, the explosive had been placed on the first floor. The news was later confirmed by official sources. According to preliminary investigations, the explosion occurred around 7 p.m.

Rome, an opportunity for Kosovo or Milošević?

Within the framework of the Summit of Southeast European states, held recently in Antalya, Turkey, the Kosovo issue was discussed with great interest. This appears to have important consequences, since at the Rome meeting, to be held on 28 April, efforts will be made to find a solution to the crisis in Kosovo. The Kosovo issue has occupied a special place in the positions of various Western countries.
At the Rome meeting, where representatives of the Contact Group will take part, a broad discussion is expected on the future of Kosovo and on the position that should be taken toward Belgrade. Many analysts believe that this meeting could serve as an opportunity to exert pressure on Milošević, but on the other hand there is concern that it could create space for political stalling.
The United States and the main European countries have repeatedly called for an end to violence and for respect for the rights of Albanians in Kosovo. However, diplomatic developments have shown that differences still remain in approaches to resolving the conflict.
The Rome meeting is awaited with particular interest also because it comes at a time when the situation on the ground has worsened. Armed clashes and repression have increased international concern.
If the international community is able to come out with a clear and firm stance, then the meeting may mark a step forward for Kosovo. Otherwise, it may be interpreted as another missed opportunity that gives Milošević time.
