In a classified document, dated 21 January 2011, signed by Artan Hoxha, the chief of the Guard’s staff, and approved by Commander Ndrea Prendi, the Guard would open fire if firearms were used, or if there was a violent entry into the institution. TIRANE ARBEN RROZHANI The Republic Guard had also been prepared in writing to plan on paper the killings of 21 January 2011. According to the measures plan taken by the Republic Guard for the opposition rally in the square in front of the Prime Minister’s Office, the Guard had received clear and precise orders on how it should act if the demonstration were accompanied by violence. The measures plan had been drawn up at the request of the Guard’s Chief of Staff, Major Artan Hoxha, currently acting commander of the Guard, and was approved by Guard Commander Ndrea Prendi. The document, consisting of 9 pages, was certified “confidential” by the Guard, although for more than a year it has not come to light from the archives of this institution. More so, because of the statements that we think may be in the FBI report and beyond them, the statements of chief prosecutor Ina Rama in Blendi Fevziu’s program. Among the only politicians who has not touched on this January 21 topic in his forums, but only in a few television interviews. Here we are again, it was Prime Minister Sali Berisha. I heard him again yesterday at the parliamentary group meeting. Before the group itself, he did not say a single word about January 21, not a single word about Ndrea Prendi, not a single word about the ambassadors... he spoke only about economic growth. But the peak was on Sunday, when I saw Bardh Kadilli on television screens.
