This order was issued by the prime minister on 7 July 2011, but remains secret, due to a lack of full transparency. This document authorizes the Ministry of Foreign Affairs to set up the interinstitutional group to begin negotiations with Greece. Commentary BY ENTON ABILEKAJ Bamir Topi’s daily victories Three weeks were enough to understand the value of Bamir Topi in the Presidency. When Bujar Nishani was entering his office, there were still optimists who hoped that what happened on 24 July was not an occupation ceremony. Then Berisha took over SHISH and things became clear. Then the Minister of Defense dismissed the entire Army General Staff and it became clear that the government at the head of the State does not have the power of even a ministry. 500 million lek and a salary increase. At least for what he has done so far, because his value may rise in November when the Prosecutor’s Office is taken over, or when the members of the Constitutional Court or the Supreme Court are appointed. The dates for when these will happen are unknown, but the 100th anniversary of Independence will certainly find Albania controlled by Sali Berisha. Bamir Topi, 7 years ago, could have chosen to do all these things. The State budget had more money and the price would have been much higher. He could have enjoyed a President not under attack by the Government. He could have behaved well and increased instead of reduced the budget. Topi’s difficult choice impoverished the presidency,...
