The government has set up a working group to restart negotiations with the Greek side over the maritime border, but former President Bamir Topi is unaware of this order. Although it is dated 4 July 2011, not only has the order not reached the Presidency, but none of the experts named in this order have received full authority from the head of state. It appears that Prime Minister Berisha waited for the arrival of the new president Bujar Nishani in order to formalize the signature on the document.
