Comment BY AFRIM KRASNIQI CEC as a standards test for 2013 With a one-month delay, parliament has begun the procedures for electing the new CEC chair. The election of the chair and the other six members marks the closing of the ninth CEC cycle in 22 years. None of the previous eight chairmen managed to complete the full mandate, and every time the parties have started a new “reform.” This latest one was the 13th undertaken and surely not the last. The parties left many issues unresolved because they did not accept the national correction of the vote, rejected the right of emigrants to active participation in elections, rejected open lists and thus voting for individual candidates, as well as rejecting non-partisan civil mechanisms in electoral administration. The whole “reform” aims at changes in the CEC, in its leadership and composition. The two sides seem to have divided the balance between them: the PS boasts that Mr. Ristani (who had been elected with PD-PS consensus) was there, the PD boasts that it put its own man back in the CEC (as every majority has done so far), a routine bargain, with no effect and no guarantee that the future of the CEC will be... ► continues on page 6
