Kosovo academic Rexhep Qosja said that Berisha has remained in power for so long not because of his own strength, but because of Albanian weaknesses. Meanwhile, he describes Enver Hoxha as an autocrat with authority, while Berisha is an autocrat with not a trace of authority.

Albania had an
almost similar start to Romania
and Bulgaria on the road to
integration into Euro-Atlantic
structures. The similarities among the three
countries in terms of post-
communist aspirations and first
democratic achievements were
much more evident than the differences
in other respects. We have
been in the same boat, or on an
integration agenda with these friendly
countries. And it could not have been otherwise, since when we
detached ourselves from communism and set off together toward the future of democracy, the countries
of the former Yugoslavia were involved
in the bloody war of
the federation’s disintegration. Romania, Bulgaria and Albania
have knocked one after another
on the doors of the Council of Europe.
They have moved side by side with the first tasks of the action plan
for NATO membership.
The election crisis and the pyramid schemes in the years 1996-1997
cut us off from our Balkan sisters,
but not to such an extent that we should be surprised.
