A group of 23 intellectuals signed yesterday a petition asking opposition leader Edi Rama to allow the PS deputies to vote on the three laws in Parliament, so that Albania can obtain candidate status. Comment BY Afrim Krasniqi 2013 and the decline of parties The two main political parties, PD and PS, won together 1.86 million votes in 1991, 1.5 million in 1992, 1.25 million in 1996, 1 million votes in 1797[?], 2001 and 2005, as well as 1.2 million votes in 2009. In the 2011 local elections they won together 772 thousand votes, or about 500 thousand fewer votes than in 2009. The drastic fall in support from 1.8 million votes to three times less best expresses the curve of political support for the old traditional parties, which temporarily stopped the decline in 2009 through a new electoral law that harshly punishes the other political parties. Despite the restrictive electoral law, the 2009 elections for the first time produced an insufficient majority to form a government, and in 2013 all polls show that no political party will be able on its own to win a governing mandate. Unlike any other campaign this year, it is the first time that PD and PS publicly admit their inability to win the elections. Their entire political and electoral strategy... continues on page 22
