Not only the competing parties and the many allies, but also their sister parties in the EPP and PES will have observers. Not only the permanent OSCE and ODIHR missions, but NATO as well will observe. The highest European institutions such as the European Parliament and the European Council will have their envoys in Albania. In fact, this time they will be “installed” three months before the elections in the country, along with the highest level ever represented by NDI (the American Democratic Institute).
