Solutions
In all models of post-communist transition, the first phase
of political change was accompanied by rotation in
politics, with the ruling elite,
in constitutional institutions
and in public life. The process
occurred through political compromises or the unilateral imposition
of democratic forces. Albania was no exception.
Although in 1991 the community won the parliamentary elections,
99% of the laws passed
in parliament were consensual products.
The best-known laws are the Main Constitutional Deposits,
the property law,
the law on the depoliticization of institutions,
the law on strikes,
the law on political parties, the law
on the media, the amnesty for former
persecuted persons, the electoral law,
etc. The compromise
was understandable, even
inevitable. The Stability
government itself was built
on the basis of compromise, so
its products were expected
to be such.
The consensual nature came
to an end in April 1992 with the political rotation and the arrival
of the democrats in the whole state
hierarchy. It continued the same way in 1997 when another political rotation
replaced the democrats
